Elon Musk made the rumors official a couple of months ago with a tweet stating that the Tesla Model 3 will have an asking price of $35,000 with preorders of the car beginning this coming March.  The vehicle itself will not be available for about 2 years and requires a fully functioning gigafactory which is currently being constructed.
